Amends Arizona Revised Statutes section 36-139 regarding the Department of Health Services fee authority.

Changes the term "film strips" to "filmstrips" (combined single word) in the statute describing rental fees the department may charge.

Replaces "school, school district or any political subdivision thereof" with "school or school district or any political subdivision thereof" to clarify exemptions from rental and laboratory fees.

Maintains that fees charged for film rental and laboratory tests cannot exceed the department's cost to provide them.

Confirms that counties, cities, towns, schools, school districts, and political subdivisions are exempt from paying rental or laboratory fees to the department.
