Establishes the Arizona School Safety Fund administered by the Department of Education, consisting of appropriated monies plus any federal funding, private grants, gifts, contributions, and devises.

Distributes grant monies to school districts where at least 85% of pupils are eligible for free or reduced-price lunches to fund additional on-site state resource officers and enhanced security measures based on comprehensive threat assessments.

Requires each school district to develop and annually update a comprehensive threat assessment for each school site in conjunction with local law enforcement agencies or school resource officers to identify physical security deficiencies.

Allows school districts that have developed or updated an emergency response plan including a threat assessment within the previous year to satisfy requirements by annually reviewing that plan at a public meeting instead of creating a separate threat assessment.

Appropriates $5,000,000 from the state general fund in fiscal year 2016-2017 to the Department of Education for deposit into the Arizona School Safety Fund.
