Establishes a family leave pilot program for eligible state employees in the Department of Health Services, to be administered by the Department of Administration.

Provides eligible state employees (biological, foster, or adoptive parents) with paid leave for six weeks before and six weeks after the birth of a child or placement through foster care or adoption.

Requires participating employees to pay a contracted amount determined by the Department of Administration for short-term disability coverage under the program.

Mandates the Department of Administration report to the Joint Legislative Budget Committee by July 1, 2020, with a detailed cost analysis including participation numbers, program costs, and other relevant factors.

Sunsets on December 31, 2021, and exempts both departments from standard rulemaking requirements for one year after the bill's effective date.
