Appropriates $100,000 from the state general fund in fiscal year 2015-2016 to the Department of Education for distribution to school districts and charter schools.

Provides reimbursement for expenses including filing fees and legal fees incurred in fiscal years 2015-2016 or 2016-2017 for obtaining H-1B or J-1 visas for foreign teachers teaching in Arizona schools.

Requires the Department of Education to develop procedures by July 1, 2016 for submission, verification, and processing of reimbursement requests from school districts and charter schools.

Makes the appropriation exempt from lapsing provisions until August 15, 2017, allowing unused funds to be carried forward beyond the normal fiscal year deadline.
