Establishes procurement preference for veteran-owned businesses and Arizona bidders when there are two or more identical low bids from responsible bidders, with veteran-owned businesses receiving first preference and Arizona bidders receiving second preference.

Requires purchasing agencies to add a percentage increase to nonresident bidders' bids equal to the preference percentage given to in-state bidders in their home state, with the Department publishing an annual list by January 1 of states offering in-state preferences and their percentages.

Defines "Arizona bidder" as a business authorized to transact in Arizona, maintaining headquarters in the state for at least 12 consecutive months (or employing 500+ full-time Arizona residents with health benefits), and having paid all assessed taxes.

Defines "veteran-owned business" as a business at least 51 percent owned by one or more veterans, with management controlled by veteran owners, and with a home office located in Arizona that is not a foreign subsidiary or branch.

Applies to contracts awarded under section 41-2533, subsection G of the Arizona procurement code.
