Increases the Board of Executive Clemency from 5 to 9 members, with specific positions including mental health expert, drug addiction expert, prosecutor, criminal defense attorney, corrections department representative, victims' rights advocate, and three public members.

Specifies that no more than two public members can be from the same political party and no more than two members can be from the same professional discipline.

Requires each new board member to complete a four-week training course on board duties, relevant statutes, and decision-making procedures, designed and administered by the board chairman with assistance from the state attorney general's office.

Establishes staggered initial terms for the three new positions expiring on January 21, 2019; January 20, 2020; and January 18, 2021, with all subsequent appointments following standard five-year terms.

Maintains existing provisions regarding member compensation on an hourly basis with state employee benefits, governor appointment authority, five-year terms, and quorum requirements.
