Requires persons operating refugee facilities in Arizona to obtain a license from the Department of Health Services and pay an annual licensing fee of $1,000.

Mandates monthly inspections of refugee facilities by the department and annual independent financial audits contracted by the Auditor General.

Requires refugee facilities to provide biometric information on each refugee assigned to the facility to the Department of Health Services.

Allows the director to sanction, impose civil penalties on, or suspend/revoke licenses of refugee facilities for violations of department rules.

Deposits all licensing fees and renewal fees into the Health Services Licensing Fund, which is exempt from lapsing appropriations.
