Establishes a joint legislative study committee on Arizona climate change consisting of 4 legislators (one from each party in both chambers) and 3 tenured university faculty members with climate science expertise from Arizona State University, University of Arizona, and Northern Arizona University.

Committee must measure current state climate conditions, research historical climate data, and develop predictions about Arizona's future climate and its effects on business, industry, commerce, and economic development.

Committee is required to make recommendations regarding legislative and policy changes to address climate change effects in Arizona.

Committee must submit findings and recommendations report by December 15, 2016 to the governor, president of the senate, speaker of the house, and secretary of state.

Committee automatically terminates on December 31, 2016.
