Amends Arizona Revised Statutes section 41-906 regarding the governor's authority over alien and nonresident public charges.

Updates references from "United States commissioner general of immigration" to "assistant secretary of the United States immigration and customs enforcement and the director of the United States citizenship and immigration services" to reflect current federal agency structure.

Allows the governor to cooperate with federal immigration authorities and foreign countries to arrange return of alien public charges confined in state institutions or discharged from state prison.

Permits the governor to enter reciprocal agreements with other states for mutual exchange of nonresident public charges confined in state hospitals or industrial schools.

Specifies that individuals must have resided continuously in Arizona for one year preceding commitment to state institutions to be considered state residents for purposes of this section.
