Transfers pawnbroker licensing authority from county sheriffs to the Arizona Department of Public Safety (DPS).

Replaces all references to "sheriff" or "sheriff's designee" with "department" throughout pawnbroker regulations for licensing, reporting, inspections, and enforcement.

Establishes the Department of Public Safety Pawnbroker Licensing Fund to receive and administer application fees ($1,000), renewal fees ($500 annually), and fingerprint processing fees collected from pawnbrokers.

Maintains existing pawnbroker regulations regarding transaction requirements, reporting procedures, record retention, and license suspension/revocation standards.

Clarifies definitions and corrects grammar throughout the statute (e.g., changing "which" to "that," "per cent" to "percent").
