Amends administrative adjustment procedures to require the Department of Administration to report annually to the Joint Legislative Budget Committee on approvals granted for orders made in one fiscal year but received after August 31 of the next fiscal year.

Removes obsolete duties from the Legislative Council relating to construction program consultation and revises language regarding legislative reference library maintenance.

Modifies Department of Administration information technology oversight to require budget units to submit quarterly reports from independent third-party reviewers for major projects exceeding $1 million to the information technology authorization committee and Joint Legislative Budget Committee.

Establishes specific funding provisions including $27,227,600 in lottery ticket sales commissions from the fiscal year 2014-2015 ending balance and directs unrestricted federal monies received July 1, 2016 through June 30, 2017 to the state general fund for essential government services.

Sets capital outlay stabilization fund rental rates at $13.08 per square foot for office space and $4.74 per square foot for storage space in fiscal year 2016-2017, and suspends the requirement to appropriate to the budget stabilization fund for fiscal years 2016-2017, 2017-2018, and 2018-2019.
