HB 2701 Summary

• Amends fee distribution formulas across multiple statutes to replace "drug and gang enforcement account" terminology with "resource center fund" for funding the Arizona youth survey.

• Extends the state department of corrections transition program from a July 1, 2018 end date to July 1, 2020, expanding eligibility criteria and requiring inmates receive information about the program upon admission.

• Authorizes the state department of corrections to award contracts for up to 1,000 medium security prison beds in fiscal year 2016-2017, with additional conditional authority for 1,000 beds if male inmate population increases by at least 1,000 above April 22, 2016 levels.

• Suspends statutory caps on Arizona highway user revenue fund monies for department of public safety highway patrol costs and various county funding supplanting provisions for fiscal year 2016-2017.

• Establishes a study committee on incompetent, nonrestorable and dangerous defendants to research and recommend a long-term treatment program for persons found incompetent and nonrestorable, with report due December 15, 2016.
