• Amends distributed energy generation system interconnection requirements to allow installation after 60 days if utility does not approve or deny application, and removes requirement to follow Arizona Corporation Commission interconnection standards.

• Modifies underground storage tank revolving fund provisions to allow investment of monies and suspension of fund use restrictions for fiscal year 2016-2017 to transfer up to $6,531,000 for departmental administrative costs.

• Appropriates $4,250,000 from emissions inspection fund and $2,875,000 from air quality fund to water quality assurance revolving fund for fiscal year 2016-2017, with intent to evaluate fund balances for continuation in subsequent fiscal year.

• Decreases vehicle emissions testing fees by $3.00 per test in Area A for fiscal year 2016-2017 and allows director of environmental quality to increase water resources fees up to $100,200 without rulemaking requirements.

• Allows Arizona water protection fund commission to grant up to $336,000 to Department of Water Resources and authorizes Arizona State Parks Board to spend up to $692,100 from off-highway vehicle recreation fund for operating expenses in fiscal year 2016-2017.
