Argues that the State Bar of Arizona violates Keller by using mandatory member dues for political activities, lobbying, and electioneering beyond the narrow purposes of regulating the legal profession and improving legal services quality.

Cites concerns that the State Bar has unilaterally determined itself "Keller-pure" through Article XIII of its bylaws, allowing it to fund political speech and ideological activities it deems "reasonably related" to justice system improvement or legal service availability.

Requests that the Arizona Supreme Court establish improved transparency measures regarding how the State Bar spends member dues, particularly on political and policy activities.

Directs the Secretary of State to transmit copies of this memorial to each justice of the Arizona Supreme Court.
