Urges U.S. Congress to enact legislation extending construction reimbursement and per diem eligibility to veterans' homes located on tribal lands.

Current federal law (38 U.S.C. § 101) restricts reimbursement and per diem to state veterans' homes on state-owned land, excluding tribal governments from these benefits.

Navajo Nation has approved funding for a veterans' nursing care home in Chinle, Arizona that would not qualify for the same federal support as similar facilities on non-tribal land.

Requests legislation to extend 65% construction reimbursement and per diem to tribal veterans' homes that are certified by the U.S. Department of Veterans Affairs and meet state veterans' home standards.

Directs the Arizona Secretary of State to transmit copies of the memorial to the President of the U.S. Senate, Speaker of the U.S. House of Representatives, and all Arizona members of Congress.
