Urges the Arizona Corporation Commission to amend Arizona Administrative Code section R14-5-111 to require a minimum of two certified operating employees (engineer and conductor) in the control compartment of lead locomotives while trains are in motion.

Applies the two-person crew requirement specifically to freight trains composed of a certified engineer and certified conductor.

Exempts switching operations, car inspection movements, and setouts in conjunction with road service from the two-person crew requirement.

Requires a minimum of two operating employees during remote control operations on railroads operating within Arizona.

References recent train derailments, including the 2013 Lac-Mégantic, Quebec derailment operated by a single crew member that killed 47 people, as justification for the safety requirement.
