Urges the United States Congress to enact the Safe Freight Act to require freight trains to operate with a minimum crew of two individuals: one certified locomotive operator and one certified train conductor.

Emphasizes that Arizona has over 490 public highway-rail crossings, approximately 3,000 miles of railroad track, and about 75 trains operating daily across the state.

Notes that recent major train derailments, including an oil train explosion near Charleston, West Virginia in February 2015 and the Lac-Mégantic, Quebec derailment on July 6, 2013 that killed 47 people, demonstrate the need for safer crew requirements.

Arizona's freight railroads originate five million tons of freight traffic and receive almost 31 million tons of freight traffic annually, including coal, chemicals, metals, and agricultural products.

Directs the Arizona Secretary of State to transmit copies of this memorial to the President of the U.S. Senate, Speaker of the U.S. House of Representatives, and all Congressional members from Arizona.
