AZ HCR2007

Requires background checks through licensed firearms dealers for all firearm sales and transfers between private parties, with exceptions for family gifts, loans for hunting/sporting purposes, and other specific circumstances.

Allows licensed dealers to charge up to $20 to cover administrative costs for facilitating private firearm transfers and conducting required background checks.

Exempts law enforcement, military, federal officials, gunsmiths performing repairs, carriers/warehousemen, shooting range loans, inheritance by non-prohibited possessors, and antique firearms from the background check requirement.

Permits immediate family members (spouses, parents, children, siblings, grandparents, grandchildren, nieces, nephews, first cousins, aunts, and uncles) to transfer firearms as bona fide gifts without background checks.

Makes violation of the firearms sales and transfer requirements a class 5 felony; this measure requires voter approval at the next general election per Arizona Constitution.
