Proposes constitutional amendment to establish an independent redistricting commission consisting of five elected members serving ten-year terms, elected at regular general elections in years ending in zero like other statewide offices.

Changes commission formation from an appointment-based system to an election-based system where voters elect all five commissioners rather than having them appointed through the legislature and appellate court process.

Maintains redistricting commission duties to establish congressional and legislative districts based on established criteria including constitutional compliance, equal population, geographic compactness, community interests, and competitive districts where practicable.

Removes provisions limiting party representation and residency requirements for commission members, and simplifies the vacancy-filling process to follow standard law rather than requiring party-balanced replacements.

Requires voter approval of the amendment through submission by the Secretary of State at the next general election under Article XXI of the Arizona Constitution.
