Proposes an amendment to Arizona Constitution Article IV, Part 2, Section 3 regarding when the legislature's annual sessions commence.

Changes the opening date of annual legislative sessions from the second Monday of January to the last Monday of January each year.

Makes minor language updates including replacing "his" with "the governor's" for gender-neutral terminology.

Leaves unchanged the governor's authority to call special sessions with specified subject matter limitations.

Requires submission of the proposed constitutional amendment to Arizona voters at the next general election.
