AZ HCR2023

Proposes to amend Article IV, part 1, section 1 of the Arizona Constitution regarding legislative authority and the initiative and referendum powers of voters.

Reduces the supermajority requirement for the legislature to repeal or amend initiative or referendum measures from three-fourths to three-fifths of members in each house voting by roll call.

Removes the requirement that amendments to initiative or referendum measures must "further the purposes" of the original measure before the legislature can amend it with a three-fifths supermajority vote.

Applies the same three-fifths supermajority requirement (instead of three-fourths) to the legislature's power to appropriate or divert funds created or allocated by initiative or referendum measures.

Directs the Secretary of State to submit this proposition to voters at the next general election.
