HCR 2024 Summary

• Proposes amendment to Arizona Constitution Article IV, Part 1, Section 1 regarding initiative and referendum procedures, requiring voter approval.

• Requires initiatives or referendums that legalize recreational use of a drug previously classified as a controlled substance under federal law during 2014 to be approved by at least three-fifths (instead of simple majority) of qualified electors voting on the measure.

• Updates outdated constitutional language by replacing "per centum" with "percent" throughout the initiative and referendum provisions.

• Applies the three-fifths approval requirement retroactively to all initiative and referendum measures approved by voters at and after the November 2016 general election.

• Directs the Secretary of State to submit the proposition to voters at the next general election per Article XXI of the Arizona Constitution.
