Enacts a measure to be submitted to voters regarding amendments to Arizona's Citizens Clean Elections Act, specifically modifying section 16-956.

Removes the exemption of Citizens Clean Elections Commission rulemaking from the Administrative Procedure Act (Title 41, Chapter 6, Article 3).

Requires the commission to file proposed rules with the Secretary of State's office for publication in the Arizona Administrative Register and allows 60 days for public comment before adoption.

Maintains that commission rules are only applied prospectively from the date of adoption, with exceptions for rules adopted by unanimous vote which may take immediate effect.

Directs the Secretary of State to submit the proposition to voters at the next general election.
