• Establishes the early childhood development and health fund to support programs and services for children before kindergarten, including education, parent/family support, child care, preschool, and health services.

• Directs school districts and charter schools to receive $1,162 per enrolled third-grade pupil to provide early childhood literacy programs for children under seven years of age, with pro rata reductions if insufficient funds are available.

• Allocates 90% of deposited monies to program accounts and 10% to administrative costs, while prohibiting use of early childhood fund monies for television, radio, billboard advertising, or lobbying.

• Requires the board to transfer the first $5 million of any unexpended fiscal year funds to the internet crimes against children enforcement fund.

• Submits the measure to voters at the next general election for approval.
