Proposes amendment to Article XV, Section 2 of the Arizona Constitution to redefine "public service corporations" to include electricity-related businesses.

Expands the definition of corporations engaged in furnishing electricity to include entities that lease or finance devices or systems used for generation or storage of electricity for end-user consumption.

Designates the measure as the "Solar Consumer Protection Act."

Requires submission of the proposition to voters at the next general election as provided by Article XXI of the Arizona Constitution.
