Proposes constitutional amendment to Article IV, Part 1, Section 1 regarding the initiative and referendum powers of Arizona voters.

Changes language from "per centum" to "percent" for clarity in describing voter signature requirements for initiatives and referendums.

Creates new requirements for measures approved at the 2016 general election or later: the legislature may only amend, appropriate/divert funds from, or supersede initiative or referendum measures if it approves the action by a greater percentage of members than the percentage of voters who approved the original measure.

Maintains existing protections for measures approved from 1998 through 2014, which required three-fourths legislative approval to amend, appropriate funds, or supersede such measures.

Applies retroactively to all initiative and referendum measures approved by voters at and after the November 2016 election, subject to voter approval of the amendment.
