Establishes the Early Childhood Development and Health Fund with five accounts: program, administrative costs, private gifts, grant monies, and legislative appropriations.

Requires $30 million annually from the fund to be spent on programs that qualify as matching state expenditures under the federal Child Care and Development Block Grant Act of 2014.

Allocates funds to school districts and charter schools to provide early childhood literacy programs for children ages zero to seven, providing $1,162 per third-grade pupil enrolled if sufficient monies are deposited.

Restricts use of deposited monies to prohibit advertising through television, radio, billboards, or lobbying activities.

Requires transfer of the first $5 million in unexpended monies at the end of each fiscal year to the Internet Crimes Against Children Enforcement Fund, with remaining amounts available for investment.
