Proposes amending Arizona Constitution Article XI, Section 3 to restructure the State Board of Education membership to include only the superintendent of public instruction and county school superintendents, removing positions for university/college presidents, lay members, charter school administrators, and classroom teachers.

Current board members serving on the effective date may continue to serve until their normal terms expire, providing a transition period for the changes.

Requires the legislative council staff to prepare conforming legislation to update Arizona Revised Statutes in alignment with this constitutional amendment for consideration in the 53rd Legislature's first regular session.

Directs the Secretary of State to place this constitutional amendment proposition before Arizona voters at the next general election for approval or rejection.
