Urges U.S. Congress to oppose the Trans-Pacific Partnership (TPP) and similar trade deals that repeat past failed trade policies.

Identifies NAFTA, China's World Trade Organization accession, and the U.S.-Korea Free Trade Agreement as displacing 700,000, 3.2 million, and 75,000 American jobs respectively.

Opposes investor-to-state dispute settlement (ISDS) provisions that allow foreign firms to bypass U.S. courts and challenge state and local laws in international arbitration.

Supports new trade agreements only if they protect state and local authority, address trade deficits, exclude ISDS, enforce labor and environmental standards, and include strong rules of origin.

Directs Arizona Secretary of State to transmit the memorial to the President of the U.S. Senate, Speaker of the U.S. House, and all Arizona members of Congress.
