Amends Arizona Revised Statutes Section 28-2354 to prohibit applying coverings or substances to license plates that obscure numbers, characters, year validating tabs, or the jurisdiction name from any angle, unless authorized by the department.

Prohibits use of electronic devices or electrochromatic film that obscures license plate information from any angle.

Maintains existing requirement that the state name at the top of the license plate cannot be obscured.

Civil penalty of $30 for violations; penalty increases to $100 if a violation occurs within 12 months of a prior violation.

Peace officers cannot stop or cite a driver solely for license plate obscuration violations unless there is reasonable cause to believe another motor vehicle law violation has occurred.
