Adds section 11-269.15 to Arizona Revised Statutes requiring county health departments to provide exemptions for whole fruits and vegetables from food processing and handling rules if grown in home gardens, public school gardens, food establishment gardens, or community gardens (with signed attestation of following safety procedures).

Exempts whole fruits and vegetables offered at farmers' markets from county food safety regulations, whether sold for commercial or noncommercial purposes.

Exempts whole fruits and vegetables washed and cut on-site for immediate consumption at public or private schools and postsecondary educational institutions from food handling regulations.

Amends section 36-136 to add similar exemptions for whole fruits and vegetables to state-level food rules administered by the Department of Health Services, mirroring the county-level exemptions.

Corrects statutory language by replacing "assure" with "ensure" in multiple locations within section 36-136 and clarifying that quarantine measures "are" reasonably required rather than unspecified provisions.
