Adds "commercial business purpose loan" to Arizona law, defined as a loan with a commercial business purpose that may be secured by a mortgage, deed of trust, or lien interest on real property with the owner's consent.

Expands the exemption for institutional investors to include commercial business purpose loans in addition to commercial mortgage loans, removing the previous $250,000 loan amount threshold.

Modifies exemption provisions in mortgage banker, mortgage broker, and advance fee loan broker regulations to reference the new commercial business purpose loan definition.

Renumbers existing definitions in section 6-971 to accommodate the new commercial business purpose loan definition.
