Expands criminal records check requirements beyond information technology positions to all "confidential data" positions across any state agency, not just the Department of Administration.

Allows the Department of Administration director to require periodic subsequent state and federal criminal records checks for employees in confidential data positions.

Permits state agencies to use substantially similar criminal records checks obtained for other purposes to satisfy the requirements of this section rather than requiring duplicate checks.

Allows the Department of Administration director to delegate enforcement of criminal records check requirements to individual state agency human resources managers.

Defines "confidential data" as any Department of Administration data restricted by applicable federal or state laws, rules or regulations, and "confidential data position" as any position requiring access to restricted data.
