Establishes a central animal abuser registry maintained by the Department of Public Safety, searchable by name and location, with information available on the department's website.

Requires courts and law enforcement agencies to notify the sheriff and Department of Public Safety of qualifying convictions within 10 days.

Creates the animal abuser registration fund in the Department of Public Safety to offset registry costs; failure to comply with registration requirements is a class 1 misdemeanor.
