Establishes the local transportation assistance fund (LTAF) receiving $18-23 million annually from state lottery revenues to distribute to cities, towns, and counties for transportation purposes.

Creates the county assistance fund receiving up to $7.65 million annually from lottery revenues, distributed to counties with smaller populations receiving a higher percentage share.

Establishes the Arizona state parks board heritage fund receiving $10 million annually from lottery revenues for trails, parks, natural areas, historic preservation, and environmental education.

Redirects lottery fund allocations by creating new funds and modifying existing fund distributions while maintaining support for game and fish commission heritage fund, child safety programs, health education, and disease control research.

Authorizes regional public transportation authorities and metropolitan planning organizations to distribute matching grants to cities and towns for public transit projects when local matching funds are committed.
