Amends the Mathematics, Science, Special Education and Elementary Education Teacher Student Loan Program to include students pursuing teaching certificates after obtaining a bachelor's degree as eligible borrowers.

Increases the maximum annual loan amount from $7,000 to $10,000 per year, excluding grants, scholarships, and tuition benefits.

Expands loan eligibility to include elementary education teachers in geographic areas experiencing teacher shortages, with allocation capped at 25% of annual appropriated amounts.

Changes service commitment requirement language to reference "completing a teaching degree or teacher certification program" instead of "attaining a bachelor's degree."

Appropriates $500,000 from the state general fund in fiscal year 2016-2017 to the Commission for Postsecondary Education for the teacher student loan fund.
