Requires cities and towns issuing municipal service access cards to label them "for use to access municipal services only, not an identification card" in at least 12-point bold type and list only services the individual is entitled to receive.

Prohibits printing the word "identification" on the card except to state that it is not an identification card.

Mandates that if a municipal service access card is also an identification card, the city or town must adopt procedures at least as stringent as those for issuing a nonoperating identification license, require the same information as a nonoperating license, and accept only documents approved by the motor vehicle division.

Prohibits municipal service access cards from having the same color scheme or design format as a driver license or nonoperating identification license.

Applies to all municipal service access cards issued, reissued, or renewed on or after the effective date, with previously issued cards remaining valid for one year after the effective date.
