Amends Arizona Revised Statutes Section 15-716 to allow school districts to provide instruction on AIDS and HIV from kindergarten through 12th grade.

Requires instruction to be age-appropriate, medically accurate, promote abstinence, discourage drug abuse, and dispel myths about HIV transmission.

Removes previous restrictions that prohibited instruction portraying homosexuality as a positive lifestyle or suggesting safe methods of homosexual sex.

Allows school districts to request the Department of Health Services or Department of Education to review instructional materials for medical accuracy.

Permits parents to request that their child be excused from AIDS/HIV instruction, with school districts required to notify all parents of this opt-out ability.
