Requires all school districts to provide medically accurate, developmentally appropriate, and age-appropriate sex education in kindergarten through grade twelve.

Mandates sex education instruction include information on contraceptives and barrier methods to prevent pregnancy and sexually transmitted infections, relationship skills, and encouragement for youth to communicate with parents and trusted adults about sexuality.

Requires parental written permission for children to opt out of sex education instruction; students cannot be disciplined or penalized for parental requests to exclude them from such instruction.

Requires school districts to make sex education curricula available for parent review and establishes minimum qualifications for sex education instructors through Department of Education rules.

Allows parents or guardians to file legal action in superior court to enforce compliance with sex education requirements and establishes state reporting requirements to legislative leadership.
