Amends Arizona Revised Statutes section 16-241 to allow independent voters (those registered without a political party designation) to participate in presidential preference elections by selecting a political party's ballot of their choice.

Presidential preference elections remain scheduled for the Tuesday immediately following March 15 in presidential election years, allowing qualified electors to express their preference for a presidential candidate.

Maintains existing election procedures and requirements for presidential preference elections, including registration qualifications, conduct standards, and penalties for election law violations.

Governor retains authority to issue a proclamation postponing the presidential preference election to a later date, with proclamation required no later than 180 days before the election.

Designates the act as an emergency measure operative immediately upon enactment.
