Adds verification of the last four digits of an applicant's social security number as an acceptable form of satisfactory evidence of United States citizenship for voter registration purposes.

Corrects outdated terminology by replacing "immigration and naturalization service" with "citizenship and immigration services" in citizenship verification procedures.

Clarifies that persons registered before December 8, 2004 are deemed to have provided satisfactory evidence of citizenship and need not resubmit unless changing registration between counties.

Requires approval by at least three-fourths of members in each house of the legislature to become effective, pursuant to Arizona Constitution Article IV, Part 1, Section 1.
