Amends Arizona Revised Statutes Section 16-579 regarding the procedure for qualified electors to obtain ballots at polling places.

Requires ballots cast by voters on the permanent early voting list who claim they have not voted early and choose to vote in person on election day to be labeled as "permanent early voting list verification ballots."

Changes the language in the signature roster requirement from "prior to" to "before" receiving a ballot for electors voting in person.

Maintains existing identification requirements for voting, including valid photo identification or alternative documents with name and address matching the precinct register.

Preserves exemptions from signature roster requirements for early voters and allows election officials to sign on behalf of electors with physical disabilities.
