AZ SB1031

Removes the restriction on changing precinct lines after July 31, 2008 and before January 1, 2011, allowing county boards of supervisors flexibility in precinct boundary adjustments.

Requires county boards of supervisors to designate on-campus voting centers at universities and community colleges in consultation with the Arizona Board of Regents and student government organizations.

Establishes minimum voting center requirements based on campus enrollment: 1 center for campuses with 10,000 or fewer students; 2 centers for 10,000-20,000 students; 3 centers for 20,000-40,000 students; 4 centers for 40,000-50,000 students; 5 centers for 50,000-60,000 students; and 6 centers for 60,000+ students.

Allows voters at on-campus voting centers to receive appropriate ballots and cast ballots during early voting periods and on election day without geographic restrictions.
