Removes the prohibition on changing precinct lines and allows the board of supervisors to alter precinct boundaries to reduce voter wait times, requiring a public hearing at least 120 days before an election to consider changes.

Requires county officers in charge of elections to designate at least one-half of all county precincts for use of electronic media poll lists and mandates voting centers be established to allow any county voter to receive and cast their appropriate ballot on election day.

Establishes a 30-minute maximum allowable wait time at polling places and requires analysis of bilingual board workers, provisional ballot voters, and precinct line revisions to achieve this standard.

Mandates that each polling place provide a separate line for provisional ballot voters and clarifies procedures for voters who appear at incorrect polling places, allowing them to vote provisional ballots that count for non-precinct-specific races.

Expands access to provisional ballots by allowing voters to vote provisionally upon signing an affirmation of eligibility, not just upon presenting documentation, and requires notification to provisional ballot voters about whether their ballot was counted.
