Removes notary public requirement from initiative, referendum, and recall petition circulators by replacing "affidavit" language with "statement of verification" throughout Arizona Revised Statutes sections 19-101, 19-112, 19-121.01, 19-121.02, 19-122, 19-127, 19-205, and 19-208.02.

Eliminates the requirement that circulators' statements be "subscribed and sworn to before a notary public" and removes references to notary signatures, commissions, seals, and stamps from petition verification procedures.

Modifies petition sheet removal procedures to eliminate the requirement for the secretary of state to remove sheets lacking notarization, notary signatures, expired notary commissions, or notary seals.

Changes the verification form language from formal affidavit style to simpler "statement of verification" format while maintaining other petition validation requirements including signature eligibility, county registration consistency, and signer qualifications.
