Authorizes the Arizona Department of Administration to place a memorial in Wesley Bolin Plaza dedicated to Union soldiers of the Civil War, following procedures in Arizona Revised Statutes section 41-1363.

Prohibits use of public funds for memorial costs; all fundraising and contracts for design and construction are the sole responsibility of private proponents.

State is prohibited from facilitating fundraising or establishing a state fund to collect donations for the memorial.

Automatically repeals on September 30, 2021.
