Requires all school districts and charter schools to adopt a green cleaning policy and purchase environmentally sensitive cleaning products by December 31, 2017, with exemption if economically infeasible (cost increase).

Amends energy conservation standards for public buildings to require state agencies to reduce energy use by 20 percent per square foot by July 1, 2024, and mandates new/existing large state buildings conform to LEED green building standards by July 1, 2021.

Requires state agencies, universities, school districts and community college districts to purchase at least 10 percent of their energy from green sources by July 1, 2021.

Establishes the Energy and Water Efficiency Fund for Public Facilities administered by the Arizona Commerce Authority with $10 million to provide low-interest loans to state agencies, local governments and political subdivisions for energy and water conservation measures, with program termination on July 1, 2026.

Creates a Green Public Schools Task Force to identify retrofit procedures, recommend green cleaning policies, and propose financing systems for energy-efficient school construction, with findings due November 1, 2017.
