Amends Arizona Revised Statutes section 15-421 regarding school district governing board member qualifications and eligibility.

Adds restrictions on immediate family members serving simultaneously on five-member governing boards, defined as married couples and their children who shared the same household within four years prior.

Prohibits immediate family members (as defined) from being simultaneous candidates for nomination or election to the same five-member governing board, with an exception if one member is in the last year of their term.

Allows qualified electors residing in the school district to bring legal action in superior court to enforce the immediate family restrictions.

Defines "household of residence" as the place of abode during applicable time periods or the residence address used for voter registration or property tax purposes.
