Expands the definition of "producer" to explicitly include owners of residential and community gardens in addition to agricultural lands, farms, and orchards.

Prohibits cities, towns, and counties from denying or restricting producers' rights to produce food products, except as provided in this article and subject to uniform inspection without cost to the producer.

Voids any city, town, or county ordinance that imposes taxes, licenses, or fees on food producers for selling their products.

Allows inspection of food products from producers only if the same inspection requirements apply uniformly to similar products sold by non-producers.

Permits producers to sell food products through themselves, family members, agents, and employees when sales are conducted on the producer's behalf and for their benefit.
