Allows school districts and charter schools to exempt transfer students from reporting failure to meet third or eighth grade promotion competency requirements for one year after the student initially fails to meet those requirements.

Allows school districts and charter schools to exempt transfer students from reporting failure to meet high school graduation competency requirements for one year after the student initially fails to meet those requirements.

Modifies Arizona Revised Statutes sections 15-701 and 15-701.01 to add new provisions regarding transfer student competency reporting timelines.

Provides transfer students a one-year grace period before schools must formally report or count competency failures in promotion and graduation requirements.
